How can I clean the coffee maker warming plate?

It has burnt on coffee and stuff and I’m wondering if there is any way I can clean it off so it’s not caked on there anymore. Also Will a coffee maker still work okay if has gotten throughly wet? I had to scrub the crap outta it and it ended up getting wet where you set the clock and read the time on the bottom.
I had to scrub it because it had a lot of buildup of oils or what not where you add the water that vinegar was not getting.
